As was pointed out there is no real advantage to compiling/building on W32, just use the binaries ... it looks as if GTK+ (http://www.gtk.org/) might not have been installed (it is very different setting up + installing under Cygwin vs. a normal install for the toolkit), the compiled binary packages already include libgtk + libg dll's.
