I worked on WMaker released by Enrico Sersale for couple days. It is still a work in progress. The idea is to use GNUstep and remove WINGs because they are redundant. The main functions should not change. The plan is to use GNUstep user defaults, notification, property list, and most of the user interface. The core will probably stay in C. More details is in README.
