Why not make simply /Applications and /Frameworks? To be different? Generally speaking, doing things just for the sake of being different often means you're doing it for the wrong reasons. Throwing away a perfectly good naming convention for one which, IMHO, is worse, or at the very least a lot less clear, seems misguided. Services can still use Frameworks. Services are Services. Frameworks are Frameworks. Applications are Applications, and they all work together. What Etoile is proposing is only a much stronger adherence to this ideology than others which has come before it. In that sense, it is evolutionary, not revolutionary, and for that reason I feel that the original naming scheme should not be tampered with (i.e. by changing Applications to Services.
No, you misunderstand. Étoilé's concept of services is NOT the current GNUstep services.
We already have a Frameworks repository.
Furthermore, /Services/System is in violation of the already-established directory tree (if we're talking about directory structure of desktops, and not just the directory structure of Etoile's CVS/tla/svn tree). Should this not be /System/Services?
We are not speaking about the FS directory tree here, we are just speaking about the CVS tree organisation.
