Therefore, I suggest to change the EtoileMenuServer to be a shorter bar
 only for such icons and use vertical menu as what GNUstep offers.

I don't think this is a bad idea at all, actually. In fact, I think such a menu system will work better once we are using Projects and start eliminating the importance of applications.

 1. vertical menu + icon bar = menubar
 2. vertical menu work better in the near future
 3. there is no loss of functionality, except change of habit
 4. icon bar adapt the same interface as EtoileMenuServer for menulet.
When we have a better EtoileWildMenus, everything will still work.
 5. icon bar can be put in different position as dock.
 6. Dock (AZDock) is too big for such small icons.
     Use dock for such functionality is a waste of space.
     And dock represents applications, not information.

I would prefer to move the small icons to the panel/shelf when we get them... I think otherwise they'll look very lonely up on the top all by themselves. Thus, I would be for the complete removal of the top menu entirely, and shift focus to getting a panel/shelf implemented as a home for utility icons.
