I think the Shelf can have a solid background. Something like a 90%  
opacity background may not be a bad idea for the future, but it's not  
critical right now.

Translucency on inactive windows can be bad, as often you want to  
look at two windows at once, and need to clearly see what is in the  
unfocused one. As long as we can differentiate active from inactive  
windows via changes in the chrome and drop shadow (like here: http:// 
jesseross.com/clients/etoile/ui/interface/800x480.png ), we shouldn't  
have to use translucency.

Yeah -- 60 or 70, probably. I'd have to test it to see what the  
optimum percentage is.
