Moving a GNUstep app to another desktop always made my menus, Well, I must admit that it worked only because I can tell WindowMaker to start an app right away on a particular desktop. In that case everything is fine. Once I start to move apps around the behaviour is as bad as in Azalea. So it is a problem somewhere within GNUstep as Yen-Ju said. Sorry for the noise.
