David's idea about making menu and floating panel sticky
is something worth to try.
I will experiment that a little.
On the other hand, GNUstep has no concept of "Virtual desktop". So it
might be better to support it in GNUstep.
For example, if an application has only menu and app icon,
and they are sticky by WM,
they will stay when users switch desktop,
which may not be the best situation.
