This is not quite correct. There exist a lot of 'modern' applications (as you
call them), which do not supply the _NET_WM_ICON property, hence have no icon
in the dock. As Azalea however is able to provide a title bar icon for those
apps (for example, right now I see opera on my desktop), there should be a way
for the dock to provide a proper icon as well.
