There's yet another thing that can happen to the package if it has the wrong postage. I rarely, if ever, double check the return postage on b&p return envelopes. This is because the mailman won't pick those up from my house, anyway (I don't know why.) I always stick the envelopes in the box at the P.O. and forget about them, and if the postage is wrong, there's no telling what will happen to it. A b&p'er is doing the b&p-ee a favor anyway, expecting nothing in return. They shouldn't be expected to go out and buy postage, check postage, add postage to envelopes with sufficient postage, use their own packaging/sleeves, etc, in order for the return envelope to get back to the source.
