I think if you drop it at the P.O. with insufficient postage, it'll go to
the addressee, but s/he will have to pay the postage upon receipt...  I've
had this happen before.

There's yet another thing that can happen to the package if it has the
wrong postage.  I rarely, if ever, double check the return postage on
b&p return envelopes.  This is because the mailman won't pick those up
from my house, anyway (I don't know why.)  I always stick the envelopes
in the box at the P.O. and forget about them, and if the postage is
wrong, there's no telling what will happen to it.
A b&p'er is doing the b&p-ee a favor anyway, expecting nothing in
return.  They shouldn't be expected to go out and buy postage, check
postage, add postage to envelopes with sufficient postage, use their
own packaging/sleeves, etc, in order for the return envelope to get
back to the source.  If someone doesn't care enough to ensure that the
music gets back to them, then that's their own problem, in my opinion.
