This was what I had intended to do if I had continued on as moderator. I think we're at the point where the only policy that will have an effect is zero tolerance. The positive aspects of that (while it does seem a tad draconian) is that when the newbie is forced to resign up to the list they will get yet another chance to read the rules and then will most likely obey them.... :) It is however tons of work for a moderator to have to do that..... part of me thinks that the filtering at the server solution might be a good way to play this.
