From what I've heard, there is no Joliet implementation in OS X but Apple is working on it. The guy who wrote it for Mac Classic says on his website that he is going to wait as long as he can to write it for OS X because he doesn't like Unix or something like that. My Mac can read Mac OS formatted discs much better than Joliet discs but I've always burned Joliet to keep both parties happy.
As for people having difficultly reading Joliet discs - make sure the other person burns in CD-ROM format and not CD-ROM XA format (i.e, not finalized so you can burn more stuff on it).
