I don't know much about setting up terminals, but I have some ideas you might
want to try: 

You probably will want to use "su -" to get a proper login shell to root.  And
you can try different term settings to try to get the function keys working 
better.  For example, you might try "export TERM=linux" and then "reset" from 
a linux machine that is connected to your server by the serial port.  You might
look in /etc/termcap for info about whether a better driver for your terminal
exists.
