Does /tmp have mode 1777?  Does "ls -ld /tmp" say "drwxrwxrwt ..."?
(yes, that last letter is 't' as in technocracy).  If not, do "chmod
1777 /tmp" as your favorite superuser and reboot.

Also check your $HOME and home directory settings.
