2.4.0 does not have any ReiserFS support.  Linus apparently didn't
think ReiserFS is safe to use yet.

The Mandrake packagers are more daring, I guess.

The 2.4.0 kernel is significantly stripped down compared to Mandrake
or most of the other distros.  A large part of that is because
Mandrake turns on a lot of optional features during kernel
configuration.  You can turn them on yourself when you run "make
menuconfig" or "make xconfig".
