Part of the solution is dynamic DNS so he can find his host.  I use
dyndns.org, and it works well for me.  (Our home DSL line is
jogger-egg.dyndns.org.)  There are Windows clients for it, check out
http://www.dyndns.org/ .

I've run VNC on a Windows NT box.  It probably runs on W2K and W98.
