The paragraph you mention is a misconstrual of keynesianism,
in "The General Theory of Employment, Interest and Money" Keynes made a
comment that it might almost make sense to pay the unemployed to dig holes
in the ground and fill them in for the sake of the economic activity that
would be generated as a consequence. Buying windows XP might bear a certain
isomorphism to the digging of holes (the adjective "deeper" comes to mind)
but it puts the money in the hands of someone who already has more money
than they know what to do with, and who is unlikely to spend it; which is
where the part about getting the economy moving again comes into play.

Remember money that is not being spent is not creating any econmic
activity.
