If your /etc/ppp/options doesn't include the "debug" keyword, try adding
it. This makes pppd fill up your log files with reports of its progress,
which might provide some clue about what's going wrong.
(Which log file? It depends on what's in your /etc/syslog.conf...the
messages will go to wherever "demon.debug" messages get sent.)

P.S. Many video cards have a jumper that controls whether the card sends
vertical retrace interrupts. I believe IRQ 10 is traditional for such
cards, which makes a collision with the serial port IRQ (usually 3 or 4)
unlikely, but it might be worthwhile to make sure your video card's IRQ
jumper (if it has one) is off.
