Apparently, GNOME is not going to be based on .NET

Miguel posted a response to that article and RMS's ranting at:

GNOME is not adopting Mono or .NET as an implementation
technology. The headline from the Register is misleading,
    for a number of reasons:
-- END SNIPPET --

This is funny since they directly quote him as saying "But GNOME 4.0 should
be based on .NET" in the Register article.

Regardless, .NET and C# are some vastly interesting technologies from a
research standpoint (and probably from a security standpoint, too :)). I've
done quite a bit of coding with C# and the .NET framework. Unfortunately,
I'm all Mac/OS X now, and don't have a PC to continue development on, so
I'll stick with Java, and my slew of more open platform developing.
