I'll tackle this one,

EFN is a not-for-profit business that is a wholly owned subsidiary of 
Oregon Public Networking which is a 501c3 charitable organization.

This was forced on us as a result of the IRS administrative ruling on the
status of EFN. This forces us into some strange contortions, and extra
paperwork, but means that efn can provide internet service and charge
market rates for it. And be subsidized by OPN to provide low-cost and free
internet service to people who meet certain low-income guidelines.

So yes, efn is a business, it just happens to be one that is chartered
primarily to provide a public service rather than to make large piles of
money, and any profit that is not spent on operations belongs to OPN which
_is_ a non-profit.

I'd like to thank, Mark Bigler, Dexter Graphic, Dan Robinson and Jason
Dommasch for coming in this afternoon and doing yet another reorganization
of the 'junque' so that the OPN area will be cleared up and ready for the
CTC program to get under way. This is the area where EUGLUG will be
holding it's meetings.
