You are almost correct.  EFN always recommeds that you use server assigned 
DNS, as IP addresses are not guarenteed to work (EFN reserves the right to 
change ip addresses).
I would use 128.223.32.35 over the 192 number, I would say definetly do not 
use 128.233.32.35 as it resolves to charlotte.usask.ca.
