It's all really a matter of getting a new CD-ROM. If it won't boot from even an OEM CD such as a Windows CD then it'll have a harder time booting from a CD-R. Other than a new drive, check that the cables are secure and perhaps replace the IDE cable on the CD-ROM. That 'could' help but not as likely to.
