Through telnet or local serial cable. The idea is to only allow telnet from trusted networks....
The password is also in the config file, which is aften moved around via tftp. It is sometimes in plain text, but there are tools to easily crack the encrypted one too. Ciscos rely on a lot of ser competence to keep them secure. I even made the mistake one time of emailing the config to someone... After I hit send I got a sinking feeling and decided to change the passwords...
