Grub(or lilo) should work fine for booting any/all os's. If the machine in
question were in front of me, Im confident that I could make it work as
advertised, however its difficult to say what the issue is from here. I would
suggest looking into your grub config, and where you have placed your boot
loader (id suggest the MBR rather than the root partition).
If your cdrom is bootable, the cd is bootable (note: some cd's wont boot in
some computers, while other cds will boot... im uncertain why, but I know on
several machines I have slackware 8.1 cds wont boot).
Things to check:
Your bios! make sure you have the boot order CDROM C A
Make sure your CDROM supports boot up
Make sure your Motherboard supports cdrom boot
Make sure your cd is bootable.
If your uncertain of any components swap them out with known working
components.
