Because it's a bash extension, and because it's a recent bash
extension.

Here's a technique that worked as long ago as Seventh Edition
Unix (1978?)


        # No #! here -- that won't be recognized until 4.1 BSD.

        i=4
        while [ "$i" -lt 12 ]
        do
            echo $i
            i="`expr $i + 1`"
        done
