2 things with Gentoo.

1) I want Apache v1.3.x installed because it works better with PHP.
Gentoo always wants to upgrade me to Apache v2.x.  How do I tell Gentoo
that I want < Apache v2?  I tried once to put a line in
/etc/make.profile/packages, but /etc/make.profile is a symlink to
/usr/portage/profiles/default-x86-2004.0/ which gets overwritten on
sync.

2) I want the opposite for some packages.  For example, Mono v1.0 just
got released this morning and there is an ebuild for it.  This is the
same question, I guess.  Where can I put a use >= Mono v1.0?
