OK.  I just added this:
# To get mono 1.0
dev-dotnet/mono ~x86
dev-libs/icu ~x86

To my /etc/portage/package.keywords to get mono 1.0.  I'll deal with
Apache later.

man portage cleared things up for me, thanks.
