Mostly because it's good for lessening server bandwidth requirements.
Anyone can serve a file with a 24kbps uplink if there are other people
downloading it.

Of course, if everyone can download at twice the speed anyone can upload,
unless there are lots of seeds, everyone's download speed is going to
suck.  And of course, lamers being lamers disconnect as soon as they have
the whole file usually with only 50% uploaded.

I typically get about 60kbps down and 120kbps up, giving me a ratio of 2:1
overall if I don't stay connected afterward.  =)
