You do realize that federal CYA requirements prohibit them from allowing just anybody to use it. Even city-wide wireless would require that you have registered to use it so that if your account is seen abusing it, action may be taken to disable it or track back to you. A larger organization (large enough to wire a city) can't get away with an open access point like a little coffee shop can. If they do, who knows what will be done with it.
