A larger organization (large enough to wire a city) can't get away with an

And which Federal regulations govern who can connect to a state-owned and operated network?
Besides which, considering that I can take my laptop over to the library and plug into a random ethernet port with no trouble whatsoever, I don't think keeping people off the wireless is that much of a solution.


Regardless, I'm not asking for an open access point. I'd be quite happy to go down to Computing Services(or whoever), show them my proof of Oregon residence, and fill out a form.
If I can do it to take a library book, I should be able to do it for wireless.
