It sounds like you are asking to make a CD/DVD which is loaded as a program when you insert it into the drive. If so, I offer you the following, one of my hundreds of "randomly" inserted email tag lines.
Autoexecuting email or CDs is like having sex with everyone you meet. It spreads disease. --- A.B. No OS which wants to claim any level of security does this. As an alternative, it is reasonable to run a program (that is already on your system) when it sees pictures on your CDROM.
