This problem is not Windows specific - you would run
into similar problems with other operating systems as
well. 

For XP, I would recommend you have a look at BartPE.
It's a customized PE (preinstalled environment) that
will let you do random PC maintenance tasks (a la
Knoppix, etc.) from a bootable CD. You could install
XP sans net connection, and then connect with BartPE
to install patches.

Also, depending on how many installs you needed, there
are various technologies such as slipstream that will
allow you to create a custom, patched, install right
out of the gate.
