I'm pretty much a FNG myself but I also listen to scanners w/XMMS, here's what 
one of my playlists looks like:

#EXTM3U
#EXTINF:-1,Cobb County Georgia Police (Precincts 1 and 4) and Fire
http://216.66.69.100:3010
#EXTM3U
#EXTINF:-1,Washington DC Metro Police
http://160.79.128.61:8618
#EXTM3U
#EXTINF:-1,Fulton County Georgia
http://216.66.69.100:3012

The first line             #EXTM3U      (Not sure what this means, maybe an 
identifier for XMMS)?

The second line       EXTINF:-1,Washington DC Metro Police is what's shown as 
the title in the playlist.

The third line             http://160.79.128.61:8618 is of course the URL

Playlists are saved as plain text files (mine are in /home/nyal ).  If you 
find a new URL just add it to your playlist (I use KWrite) with the three 
lines substituting your info.

Please note this is more than likely the hard way to get things done but you 
don't learn anything taking the easy way out.  Maybe someone on the list can 
explain with a bit more clarity?  If you're looking for more scanners there 
are a few @ shoutcast.com
