I'm looking at /etc/asound.conf, and it appears that ALSA may have
some hooks for inserting systemwide signal processing functions into
the audio output chain.

It would be very useful to me to be able to insert the equivalent of a
hearing aid into the output chain.

Does anyone know what asound.conf can do or how to program it?

(Roughly, I'd like a strong boost in upper midrange (2KHz), and a
gradual rolloff of low frequencies.  At least for the first pass.)
