 We have set up experimental systems using asterisk and done VOIP
 that way. There are a series of clients that work with VOIP,
 like: 

kphone - Voice over IP (VoIP) phone application
ohphone - Command line H.323 client with X, SVGA and SDL support
openam - H.323 answering machine

I think there is an Xten phone service as well.

these are different than the Skype tools for the Skype service.
