Sounds like you are thinking of a lightweight personal proxy? Or something
with more extensive features?

Check out Privoxy/Tor (GPL) and Wingate (commercial).

Not sure if FreeProxy provides services you require.

I've heard rumours that MS will release an updated lightweight version of
ISA 2004 (free?). Not sure if it is to be a hosted version (part of their
OneCare Live package?) or something you can install locally and which WinOS
version(s) it will support.

For simple one-shot remote proxying I often use:
