I don't really think this will happen as well.  Question: Do you want
to pay for your wi-fi spectrum that you use?  Answer: NO.  Is the FCC
going to regulate the unlicensed spectrum if you do pay for it.  The
other problem is the key-fobs you have for your car to unlock and lock
your doors / start your car (RF ID Chip in Key)  is considered
unlicensed.
Will you have to pay for that as well?  How about your garage door opener?
