 I think this is a common experience from many different schools. 
 
 I used to think this was only state funded schools, but 
 I have recently gotten evidence that it is not limited
 to them,but is even more wide spread. 

 And the consequence of hiring someone with this lack of quality
 is very painful....

 higher in the graduated student pile than in the not graduated pile
 by a big factor.

 Yes, Absolutely. The HP technical interview is very valuable 
 in this way. Inspect what you expect. 

 It is not enough, but it is better than not doing it.
