We use handheld scanners that sound like they are similar to the one you are using in my libraries. With mine, as far as the OS is concerned they are just a keyboard (that happens to only imput numbers, and do it very rapidly...). Have you tried side-stepping the HID issue entirely by just turning on "Legacy USB Emulation" in the BIOS? That way, the HID-compliant USB stuff looks AT / PS/2 devices to the OS?

Also, it might be useful to boot the machine with a linux Live CD of some sort and see if it operates as you would expect in there. That will allow you to eliminate hardware oddities as a source of problems, possible let you see more useful information about the device, and (if it works) confirm that it is in fact a HID-compliant device.
