The Feisty Fawn release makes getting the non-free stuff even easier -
there's a wrapper package that takes care of the bulk of any codecs you
might need. Flash I installed from Adobe's site - I even found a how-to
for AMD64 that was extremely simple and didn't have to install the
32-bit version of Firefox ;P 
I don't think Ubuntu will ever ship with stuff that has non-free
licensing, but they continue to make it easier to get. Anyway, it's
conceivable that Dell would ship their Ubuntu machines with codecs,
flash, etc already installed. 

As far as Dell doing linux for the PR, well, whatever the case, it still
benefits linux users. I'm going to go with the notion that they're just
putting their eggs in a couple of different baskets. I imagine (in my
little world) that they did some scenario planning and determined that
it may be possible that in the next couple years Microsoft is going to
lose market share and people will want a vendor they can trust to turn
to with pre-installed linux.
