Yes, if you have no XVideo, then mplayer falls back to x11 output.
You can confirm that you have no XVideo with this command.
$ xvinfo
X-Video Extension version 2.2
screen #0
no adaptors present
If XVideo were working you'd see more/different output.
Maybe Google can tell you something about enabling XVideo on fglrx.
