My thought was that the report blinked past the possibility of incompetence. One was clearly a scammer, another clearly selling a new product instead of a repair service, but some could have been merely incompetent. We didn't get any information about what diagnosis techniques were used, if any. Reminds of the maxim, never attribute to malice what can be explained by ignorance. At least in court, an allegation of motive requires proof.
