Well in that case, I would say buy a desktop. He'll get way more out of the 
machine, it would be significantly more upgradable, and it drops his chances of 
getting rolled for his netbook down to 0. Without a hardware budget, 
practicality and safety of one's hardware become way more important than it's 
"coolness", and "portability".
