Respectfully, I would think that a town like Eugene would be all for FOSS, but, I don't think the city is going to go for it. See, it's all about the sex appeal: as you may have heard iPhone users get laid more often then Droid users, per a recent survey. We need "more Cow Bell" so to speak. You would need more of the public behind you. I'm waiting for the open source social networking site Diaspora to gage the public interest in open source.
