Hmm. Ray doesn¹t work there any more as far as I know. EPUD provides ISP
services, but, I find no where that hat are an umbrella organization for
OPN.

Their technical contact is Ray Cesaletti of EPUD/EFN. I am not sure, it
could just mean that EFN provides their hosting, or that they are a part of
EFN. However, that should give you somewhere to start.
