Adding a warning to an earlier comment:

The problem may not be that swap is *maxed* out, but that the machine 
is swapping itself literally to death. Constantly hitting that 2 GB swap 
partition may simply wear out your hard drive. Has happened to me/a client 
who's ISP was too cheap to add more memory.

It may be far fetched, but if you could add a fast SATA drive and 
put the swap partition there?
