What I did for Europython in 2004 was to print A4 posters and post in a number 
of secondary schools in Gothenburg. I doubt that it generated any delegates, 
but it did tell some secondary school students that Python is a programming 
language to look into. Today, the market may be more ripe, and it may be 
possible to get some local youngsters to join the conference. We should give 
them the opportunity to do so by putting in a bit of volunteer work. Students 
at this age are constantly strapped for cash.
