The purchase order rate is more expensive because it is a hassle to sort out. Someone has to manually chase the secretaries. We want to incentivise people to pay via card on the website. Making it a student rate for the 2nd and further bookings would incentivise people to pay by purchase order; they can make a profit by putting five people on a PO rather than booking individually via paypal.
