Sorry, I think I expressed myself quite badly.. and didn't mean to be blunt
Let me try to explain.

The budget in the proposal i very very high level and do not take several
things into account. Even if it's not that accurate it's really important
though as it will be the base for the budget we will create with the
on-site team(specially the venue and catering costs, which are likely to be
the main part of the entire conference costs). That budget contains many
other ins and outs that will vary (after getting different offers for
services, venues extras, grants expenses, sponsors joining, missing
microphones, power supples, etc, etc...). So, yes, budget is something that
helps you forecast the expenses but (again) it is not a static nice
spreadsheet. :-)

I don't have a financial background (except from managing my company for
years as well as somecommunity conferences), so I may be using terms that
are not correct.

Yes, definitely. Days near the conference are quite hectic and there are
several changes in the budget that is not easy to track and account in the
budget. So you need to insert those later and recalculate... not to mention
costs of legal support, financial accounts , taxes, etc...
