Just a side note: also the US PyCon takes the same road with giving a fixed number of 800 tickets to early bird conditions to the public (with a expected number of 2000 atteendes). https://us.pycon.org/2014/registration/ If your budget is fixed than it is obvious that a larger number of reduced tickets have an impact on the prices of other ticket categories.
